The crossings in Ceuta have sparked diplomatic tension between Spain and some EU members, notably Italy. Spain argues its partners have not shown adequate solidarity, while some member states are pushing their own border policies.
An emergency video conference of EU interior ministers is planned at Rome's request. It remains unclear whether the meeting will produce agreement on a joint border-protection strategy.
